Cost cutting I suspect or to reduce damage by over tightening, designed to fail 🤷♂️ cheaper than replacing bearings.
I just replaced mine with a generic alloy one, you don't see it as I have the kiox covering it.

I've read others report of the rear axle coming loose. I think you can get a quick release axle that also solves the problem.
Fingers crossed I haven't had any similar issues with mine, the hub and axle seem solid, though I did have two go's at setting up tubeless but...
What issues are you having with the wheels? I've read a few people don't rate the stock Newman wheels.

The action team comes with the Newman evolve wheels and I'm happy with them so far, they took some hits in Wales and seem to have held up well.

I've found some titanium partially threaded bolts that I could modify.
Only difference is the head diameter is slightly smaller so I'd have to use a 20mm washer under it.

Are you referring to the Vitus trunnion bolt kit?
I had seen it but the reviews state it's a slightly different size to my cube bolt.
17mm long as opposed to 20mm, and a head diameter of 21mm as opposed to 20mm
I don't know if these size differences would cause any...
