I'm able to run a dry lube all year round, since even in the winter we don't get a lot of rain. Trails here are all closed when they're wet anyway. For mixed conditions you can apply wet lube first, wipe it down thoroughly and apply dry lube over the top. Best of both worlds, better protection...
