In my experience the M510 FC2.0 is "comparable" to the CX4.
All the motors are different and respond and react differently. They all have disadvantages and advantages.

There was a new bike with a Brose motor due out, but I've no idea if that's still on the cards or not if sales are down.
The Gen3 Alloy was due to run in parallel with the Gen4.
The Gen4 Levo has the M40 plus great on paper specs but using conventional transmission.
I think you're going to have to give a lot more information about which levo you have and it's spec before anyone can make any reasonable suggestions rather than just making lots of assumptions.

If you're talking about something which can effectively change the assistance speed limit, then I can't see any "publicly" available app letting you change that as it would be outside of the rules/laws which enforce the 25kph/32kph pedalec limits.

Wouldn't you end up with a higher speed cut-off ? A larger wheel will have a bigger circumference, so it will go further for each revolution, therefore, you'll be going faster if the wheels are turning at the same RPM.
Can't you keep it as a funky little dirt jump/bmx esq play bike ?
I'd re-check all the power and assistance settings are correct and nothing is "zeroed" .. Though that would be unusual if it was working and now isn't.
You could check the torque sensor. Not sure if Besst gives a live feed ? The "Go" app in android (not go+) gives a live torque sensor...
