Riding from home, Surrey Hills, I have a small bum bag. If it doesn't fit I don't take it, so it' pretty much pump and a multi-tool.
Would use a rucksack if I was going somewhere remote where the consequences of a breakdown would be more severe.

I would think anyone not a regular rider, larger (heavier) people, anyone whose idea of a good ride is a long day out covering...
All Spesh supply chains and processes are set up to sell full builds. I don't see they have a great incentive to sell frame kits. Plus likely they and dealers don't wan the warranty complications of serving self-builders.
Put yourself in their shoes - where's the upside?

172 cm (5-8) my M Levo is the best fitting bike I ever had and the geometry is spot on for the trails I ride. I could only improve it by making it lighter and shortening the chainstays..
