I would say that the weight is not as important as its distribution. I think Levo has one of the best weight balances. I had a 23.5kg Trek Rail with a 750w battery. And I can feel the difference with the 23.5kg Levo just rocking it from side to side. Levo's weight is nice and low.

Interestingly, on a Trek rail, I had this issue: it pushes intermittently on the big cog. To make it push almost constantly I had to switch to the smallest cog. The old Shimano e8000 pushes constantly but the speed depends on the rear cog.

Looks like they took the path of the Levo by the motor and battery position, I think this is the right direction. I feel that the huge 750w 5kg battery in Rail is located too high.
The bolt from the derailleur hit the frame first before the UDH reach the limit. So the force is applied to the derailleur and chainstay, omitting the UDH that is supposed to get all damage.
Rail uses Shimano, and UDH is Sram's part, this is probably a kind of corporate war. SRAM's UDH destroy frames with Shimano derailleurs installed :ROFLMAO:
The original chain guard loses its stickiness from dirt, I want to stick it back, but don't know what type of glue can be used to not damage the frame paint.
Why do the manufacturers are cares about that restrictions so much? Isn't this an end-user's responsibility to use the restricted bike in the public area?

After reading some reviews and forums I'm inclining to the ZEB (A2). Interesting in-depth review of Fox38 here by Vorsprung Suspension, he basically saying that the air spring is nice, but grip 2 is garbage.
These blisterreview guys also like Zeb 2023 more than Fox 38.

Did you try to use the warranty to fix the hub? The one reason I considering not replacing the stock stuff in the first year as Spesh has a good warranty.
