Try getting warranty on a 5 year old kitchen appliance and see how far you get.

If your bike lights allow being charged externally whilst being switched on, then they’ll have been designed to do so and no worries there.
It’s probably more convenient to charge them from an external battery pack attached to the top tube or similar though, rather than keep removing a pack...
Thanks for the look inside, look like decent Samsung cells, same as in a lot of higher end garden tool power packs, although I always frown when I see an XT60 connector, good as they are at handling high current they aren’t moisture or vibration resistant etc.

Battery capacity actually varies with temperature anyway, in cold weather at 100% charge a Li-Ion battery will hold less energy, in warmer climes more.

Unless you can get hold of the design spec of the battery pack, it’s hard to say, but it could be that your battery is actually a bit bigger than the advertised capacity, and the BMS will report 100% until it drops below the ‘reserve’ it had designed in.
