I’ve found over the years that sending troublesome under performing forks to a reputable service centre is the most cost effective way to go.
They’ll ask for the bike details/weight/riding style etc, and it should come set up nicely.

Yes, and basically, as long as the stroke of the spring is the same or greater than the shock, and it physically fits length wise on the shock body, then it’s good.
A 57mm spring would ‘bind’ (or compress fully) before the shock had gone through its 65mm of travel, in your example.
