I believe he wants to replace the worn bolt which is trapped underneath the cap.
The cap must be independent of the bolt. As the bolt is undone it's head pushes against the cap which forces the crack arm off the spindle shaft.

If you have a small enough pin spanner you can drill two blind holes in the cap that correspond to the pin spanner and try undoing it with that before getting the Dremel out.
A make shift pin spanner is easy to make if you don't have one small enough.
Ah Cubes infamous quality control. Some bikes get thread lock, some don't.
Some bolts are torqued to spec, others are done up by Popeye, and if you're really lucky some bolts aren't done up at all 😆

I know some bikes have super taper head tubes, and looking at op's picture the head tube on the bike on the left looks larger than the one on the right?
It can catch people out who but a 1.5 fork and wonder why it doesn't fit...

I assume it's the same sizing as Rockshox, the larger being 1.5" and the smaller (standard) being 1, 1/8"
You can fit a 1, 1/8 fork in a 1.5" frame with an adapter, but there are no 1.5 to 1, 1/8" adapters to fit a 1.5" into a 1, 1/8" frame.

This could prove difficult to remove. The torx bit will be hardened, making drilling into it very difficult.
If you can remove the caliper and get in into a bench vice, it will make the process a little easier.

I've bought a second shock and need another set of bottom mounting hardware.
I've got the white plastic bushings that push into the shock already, I just need the centre spacer tube, o-rings and outside washers.
