With those low miles I would try another dealer or call Giant directly. I will say that it's not a Giant thing though, I have seen complaints of the same issue across all brands.
This happened to my Trance E+2. Changed out the freehub the first time and the 11 and 13 teeth cogs the next time. Having the same issue again now. I am going to change out the cassette and chain this time. I think the torque of the e-bike is just tough on the whole drive train.

I have had a similar issue on mine and found that unplugging the charger from the bike and from the wall outlet for a few seconds, then plugging back in, takes care of it.
I have the same shock as well and I actually like the rear shock even though it has no compression damper adjustment. I also agree that the rebound damper actually works pretty well on it.
It's all good. You are right about weight but without the tokens I had to use higher air pressure which made the fork feel far worse. The tokens helped to make the fork feel a lot better in the first half of the travel due to running less pressure. If I just had a little better rebound...
I guess the consensus is that even though this fork sort of looks the part, it is just not a great fork. Your description is spot on. I have a Fox 36 on my other bike and it is so much better, but as has been mentioned, it is twice the price. I guess I'm just one of those unreasonable riders...
On a positive note, the new lowers did reduce the stiction a lot. And that was something that I was just attributing to the fork being a lower spec. So all is not bad.
