When you take out the TCU is there water in the top tube droplets on the TCU? It gets in easily thorough head tube cable ports

I got the Deslackinators and they do very successfully limit free-stroke of the lever as required. (You get a whole set of sizes).
So, the lever bite point is set by the bleed and the adjuster screws, then the rest position of the lever is adjusted by choosing the right Deslackinator.
