Yeah I think thats where the YT guy is trying to come from. Although adding air to the lowers won't affect the air spring chamber pressure, it does add air pressure under the stanchions. The obvious question one has to ask therefore is.....why not just add more air to the airspring to achieve...

A throttle isn't illegal per se. You just need to put it through the required type approval to obtain L1e, as Wisper bikes do. It's not even prohibitively expensive either, being around a £200 option.
