The answer is definitive, not sure what you're confused about. The wording of the email above is a little confusing, that's true, but the solution is not.
Ask Shimano?! Most stuff has been out of stock for months, not just the crank arms. Also since Orbea is using Shimano cranks for their recall that's going to suck up some of the supply.
