Stout 29er wheel set

Took tire off today to fix a slow puncture, noticed the wheel has a rubber type covering around it. Does this make the wheel tubeless ready, i.e. no need to tape? Has writing on it but can't read it.

Writing says ‘2bliss’ specialized way of saying ‘ tubeless ready’ When your tires have 2 bliss on the sidewall you’re ready to go tubeless. (Just add milk)

Sweet... I knew the 2bliss tires were good but read a review saying these Stout wheels were crap so wasn't expecting them to be TR as well.?
