Levo SL Gen 1 Praxis Carbon Creaking crank arm ( SOLVED )

The Turbo Levo SL Praxis Carbon crank arm is very unique and has two bolts to secure the arm the first one uses a normal socket drive the second requires the Park Tool Fr-5.2 Cassette Lockring Tool to tighten. The second nut was the reason my crank arm was making a noise every 360° rotation and difficult to determine why.

The second nut does not secure anything, according to Praxxis it is only for the crank bolt to press against when extracting the crank. The second nut should not be removed.

Correct, but it does need to be tight or else it will cause a creaking noise.
