I had the same issue and solved it by shoving a magic eraser sponge between the cables and the downtube.

this is fixed my (and two of my friends) clunking DecoysI posted about a mysterious noise and on my frame it turned out to be 2 dry pivot axles and locking cap (#21 & #25 in drawing), added liberal amounts of grease and the noise stopped. Mine sounded more like a high pitched pop than a clunk though View attachment 18426 .
