How come that some people having such a strong and “invasive” short vision opinion on certain subjects (e-bikes can’t go faster than 20mph everywhere, always, no exceptions, unless you pay for it 😉)?
This applies for both the Pros and the Cons opinion givers, very often a minority, imposing...

In my experience, the fastest and most dangerous e-bikers are the one that bought to go fast , and arrogantly think that they now own the road.

IMO, you over estimate Bosch doing over complex rider behavior analysis. And if they do, it would be a disaster! External context, wind, mud , sand, downhill, breaking, etc. should be included to decide to shut down the assistance, not just cadence and torque and speed…
