The Shimano EP8 (and I assume 801 as well) can be user-configured for a lower torque as standard, so it is already out there. Other motors may have this facility.

If you use sealants, why do blackthorns (even 3 of them) cause a flat? I've had as many as 24 punctures in my tyre and still no flat.
I assume that the landowner is acting illegally. Take a pair of bolt cutters.
If the bolt cutters are too heavy, take some Loctite and glue the lock shut. Let the landowner experience the inconvenience for himself.
Or use your bike tools to remove the hinges on one side.
