I copied this picture from another forum, but essentially I have a similar setup.

I cannot find a torque spec for the sidecap (looks like a top-hat on the left side of picture) of a Novetec rear, 12mm OEM through axle hub.

This sidecap, wasnt tight on my speedfox, I basically unscrewed it with my fingers, so I have no idea how tight these should be?

You don't really need a torque spec. Just use common sense and do it up not so loose it's (easily) undo able with your fingers and not so tight it's crushing the bearings. It's just a spacer really (the design should mean it doesn't preload the bearings but tightens down on the steel race). Hope this helps

Finding it was finger tight from the OEM had me concerned that it might be more then it seemed. Nobody at the dealer knew the name of it, and they looked at me like I had two heads when I asked about the top-hat thingy?. The two head look seems to be common place when ever I walk into a LBS though... not sure if it's me or them.

TBF if a shop couldn't get a punter to point to what they meant on a bike/wheel in store rather than rely on everyone coming through the door having an encyclopodic knowledge of part names it's not a decent LBS.
Take your money elsewhere. ;)

In this case, the shop has actually been quite good, they just couldn't tell what I was asking about. Once they figured out what I was describing, they gave me the same advice you did.

But when I took the wheel off yesterday, the end cap was loose again, so I decided to ask here.

I've ordered some cone wrenches so I dont bugger it up and I will "snug" it a little more.
