not a pedelec by the sound of it.. electric moped basically

Not as I understand the article: "...Hanlon was driving a vehicle which 'appeared to be a bicycle' but had, it is alleged, been fitted with a highly-powered battery motor ..."

Sounds like an unrestricted conversion kit.

Yeah the article was alluding to the fact that he didn't appear to be peddling, I.e using a throttle

I see bikes like that all the time in the US, walking the streets in NYC you have to keep your head on a swivel, restaurants use them for delivery and they haul ass.

When I was five I absolutely adored my teacher, but she was an old woman. When I was 17 I collected my 5 year old brother from the same school and she was there, married, so I hadn't recognised the name when he spoke about her.
OMG! She was a very fit looking woman in her early 30's. :p
I introduced myself but she didn't remember me!

As dobby says. Because of the bikes top speed, and it's use without pedalling, in the UK it'll be legally classed as a moped(max 30mph), or as the article says, a motorcycle(30+mph), and hence the additional charges the rider faces of no licence and no insurance.

I'm not surprised he 'got off' with being responsible for the collision, the video footage shows the pedestrian stepping out into the road, but I am surprised he wasn't found guilty of riding an electric moped without documents.
But I haven't heard all the facts.

Agreed, that was the part I thought was absolutely certain.

Wasn't there a thread on here last week where a cyclist riding legally was fined £60,000 compensation for hitting a pedestrian who walked straight out in front of him? If so, somethings not right.

That happened because he didn't counter-sue.
