As long as my core is warm I can suffer the hands, feet and face. The worst thing to do is to stop for too long.

Not too dissimmilar to myself. lately with the weather being between 0-5 and quite wet i've just went with the following:
Hands: Evans (FWE) waterproof gloves, seem to be basically a ski glove with some padding/grip
Feet: My leather karrimor hiking boots as they keep out 99% of the water and with some random merino wool socks
Legs: Thermal base layer and waterpoof layer
Torso: Thermal base layer, random long sleeve t-shirt/cycling top and a thin waterproof jacket
Other: Nevica buff/snood and helmet (trail or full face depending on where i'm going)

Any more layers than that and i just sweat too easily.
