I have noticed that both e-bikes seem to have a delay (drag) when changing from ECO to Normal and Turbo. This is most noticeable on a grade where I am in Eco and part way up the Grade I switch to Normal but do not feel any noticeable difference in providing more assistance. Further if the Grade is steeper going to Turbo is not providing any noticeable difference. If I anticipate the steepness of the grade, I can go to Normal or Turbo and the assistance is much greater as I am in the higher level before starting the climb.

Is my what I am experiencing typical (normal) for the Motor response on the Creo SL and Vado SL ?

Yes under load like a big hill Turbo doesn’t feel any different or seem to offer a lot more support, the motor needs reasonable cadence to get the best out of it.
