Yes, the DRs are indexed to suit the number of rear cogs.

the shifter is indexed, not the derailleur. But the cage of the derailleur may be to long or short if not matched to the biggest gear

So, in one word, what's the relations between the speed of the derailleur, the speed of cassette, and the speed of gear shifter?

Can't do it in one word!

Cassette and shifter are linked by the number of gears, derailleur not.
Derailleur cage length dictated by the range of the gear teeth on the cassette, and (only if more than one) also by how many rings and how big, on the front.

Caution: In some circumstances, brands can be mixed (ex: SRAM/Shimano), but best not.

It's simple really.
