That's the most bizarre front mudguard I've ever seen
Topeak DeFender XC1.
I love it, fits perfectly on a 29er 2.6 wheel and does the job it was intended to do, keeping water off and mud off me, unlike an 8-inch blob of plastic held on with ties.
