Let's play at a mental exercise: Anyone care to estimate what it would cost for components to take the bare S-Works frame and build up to the Expert spec?
I also have a 2016 Levo FSR. I was able to get the handlebar switch and cable from my LBS for about US$80. They are also often on eBay.
You will need a firmware update before it will work, but it is a huge upgrade.
Next time you don't need to replace the hanger, just adjust it using a Park Derailuer Hanger Alignment tool. Even a new hanger should be aligned properly for the best results.
I use the tool on all my bikes as the hangers seem to get bent quite frequently.
It does sound like a classic thermal throttling mechanism.
So either:
1 - The firmware has been changed to make the thermal throttling more noticeable or activate at a reduced temperature threshold.
2 - Your motor is hotter than your previous motor. Either a bad motor or poorly installed...
I demo'd a Levo SL Expert this week and used my Garmin 510 from my 2016 6Fat Levo to record my rides. The Garmin found the speed, cadence, and rider power outputs and they all displayed and recorded perfectly.

I want to point out that in my case, the largest Specialized retailer in California charged me US$50 (and 7 days of the bike in their possession) for a recommended firmware update.
An OTA update would have been very welcome in this case.

These firmware versions are actually the same. The new app just reports in Hex as opposed to decimal notation. 10 decimal is A in Hex, and 23 decimal is 17Hex.
