No development needed there, and also no development possible. Just leave the 250W-EU regulations class. Those bikes exist for years, and just need a license plate and insurance.

No the majority of the Bosch systems don't, and the fact you don't know what the issue is makes it even worse.

The original tyres are very had to unbed, but it's possible by hand. The wheels are tubeless ready, I did the conversion a few times on those bikes.

I just tightened the bolts, because apparently the LBS wasn't able to do it right. Looked like Torx, grabbed a t45, didn't fit. Grabbed a t40, it worked, but it felt like I needed a "t42" Now I know tp40 exists.

Remember: A Derailleur and Gears is cheating.
