What is an acceptable frame to use?

I plan to build my second EMTB. My first is a huffy night hawk with a 1000w hub. It goes about 28 mph and while it seems to handle it well, it is not a pleasant experience. The front disc brake pulsates, the front shocks feels awful, it shifts gears poorly when I am peddling and it is fairly uncomfortable.
I would like to spend $400 or less on a little nicer used bike and put a 1500 watt (or more) hub on it so I am able to achieve 40mph if needed and cruise comfortably at 25.
The current frame I am looking at is a 2019 GT aggressor pro.
Would this be an acceptable frame to use? Are there any better options?
