For every 1000m of altitude, there is 10% less oxygen in the air. That's why sea level dwellers do crap at altitude and why guys that live at altitude do well in endurance events at lower altitudes.

One holiday in Tenerife, I went up Mount Tiedi, in the cable car. It only went to 10500 feet, with another 2000' to the top. It was 27degC at sea level and below zero when I got out of the cable car in my shorts and tee shirt. I walked with everyone else to the gully where you can see the coast but then because I was freezing cold, ran back the 100 Yards to the cable car station. I started to see stars which is a classic sign of hypoxia (oxygen starvation) and nearly fainted.
10500ft is 3200 metres, so there was 32% less oxygen in the air. No wonder I was seeing stars!
