Levo Gen 2 Uneven assistance at 25km/h

I have noticef, that during commutes, on flat surfaces, the engine does not operate in a nice and smooth way, as at other speeds. It seems like it is going on and off all the time rather than smoothly reduce assistance when the speed goes over the limit. Is this normal?

Yes. I have never found it pleasant to ride a restricted E Bike at a constant 15mph. I usually then end up riding at about 12mph to avoid the power surging on and off.

It's so slow

Basically, flat and road sections suck

Some people De Restrict their E Bike just so that riding at 15mph is actually comfortable

Yes, I have heard that some do that. Probably ok if offroad only but for use in trafffic, perhaps not to recommended.
