It sounds like water have gotten into your battery. Sometimes it helps to take the battery into a warm dry room or carefully dry it out with a hair dryer. Otherwise it is a matter of warranty with where you bought the bike.They are there even when fully charged.
I have the same issue on a brand new battery. Specialized said it was cosmetic and harmless. They also said that if it bothered me they would replace under warranty. It is a bug and they don't have a fix for it. The battery warranty is like two years so I thought I might put a year on it and then turn it in for a new one.They are there even when fully charged.
