Because it depends on a stem, not all Levos have the same stem, manual is only one for all Levos and models from 2019-2021 ... You preload the headset bearing (with bolt of a swat tool in your case) just enough that you don't have any free play in the headset, then tighten stem to specified torque and then you can tighten swat tool bolt a bit more (lets say to about 3Nm) so that it won't loosen itself...

Given that you do not pre load cartridge bearings all that is required is the removal of any play in the headset. I cannot see the stem making any difference to the exact torque used, but the headset top cap can only take so much before it deforms, especially the pretty thin and concave top cap fitted on some Levos as standard.
