Levo Gen 3 Steerer tube spacer ?

There are two of these in different thickness in the kit with the bike.are they steerer spacers ?

As it is built with a stack of 5mm plastic rings.

If not what are they ?

Something to do with restricting the amount the bar moves, like a knockblock?
I've not had occasion to even open up the headtube on my bike (which has a knockblock), so I can't say for certain.

Doesn't look like it to me.
I have not opened anything up.just looks like a better spacer for under the stem than the little rings.

Then the cut-outs are just to make the spacer a bit lighter and cheaper.

The bike was supplied "built" by tredz ( an insurance replacement).
The spacer stack either side of the stem is made up of 5mm plastic spacers as shown below.
Is this normal ?
Also supplied in the "box of bits" with the bike are the spacers pictured above.

Are they for the same job or something else ?

The 5mm thick spacers either side of the stem are so that you can adjust the height of the stem (and hence the bar) in 5mm increments. You can't add or remove the total stack height of spacers, but they can be replaced with ones of a different colour, material, thicker ones (for example, 1x10mm instead of 2x5mm). The ones that you found are just spares.
