Only Getting a Four Bar Charge On My Shimano 504 Watt Hour Battery

I have a sixteen month old Shimano 504 watt hour battery with about 240 full charges (one bar to 5 bar) on it. Lately I have only been getting a four bar charge on the battery and I was wondering if anyone else has experienced this? I have two chargers and have tried both to get the battery to a five bar charge.

I am curious if the battery controls the total charge or the actual charger does. Also can a Shimano dealer test the battery to see how worn out it is?
