Unanswered New tow Bar issue

Hi Folks, got swan neck tow bar fitted just for carrying the ebike. Fitted the rack but it sitting low at a angle I reckon would not be safe to carry unless strapped on well and don’t go over speed bumps.
Any ideas on bike rack to solve the issue or an attachment
