How to mesure the sag?

I'm struggling setting the suspension of my spectral: on. I checked the manual and says 20% to the fork and 28% to the shock as starting point. But my doubt is if the sag is from total lenght or from the course. Because it's different, when the fork and shock are air empty the end of course isn't the end of the length stanchion.

20% equals 0.2 times total fork travel = front sag measured on fork

28% equals 0.28 times max travel on rear shock (normally around 50 mm)= rear sag measured directly on shock
