Headset bearings, wrong cups?

Took the forks off to check headset and found caged ball bearings in the top and a cartridge in the bottom. Never seen this before but no expert, but what bothered me was the type of seat that the cartridge was sitting on on the fork. It seemed to be concave curve for ball bearings rather than a taper. Do I have reason to be concerned or is this normal?

No. That isn't normal
Your headset's crown race should have the matching chamfer (36 or 45deg) as the lower sealed bearing.

Replace the headset

No worries. Just to say. Sealed bearings lower and loose upper isn't actually all that unusual with complete bikes. But that crown race should definitely match the lower sealed bearing.
were the forks ever changed at all?

Yes. The fork lowers were replaced under warranty. Not sure how the mix up occurred though
