Giant tubliss rim tape

So a while back when installing cushcore I had a helluva time getting my rear tire on. In a moment of frustration I made the stupid mistake of using a metal tire spoon for dirt bike tires and it didn't help one bit and once I figured out the proper technique it was actually super easy. Unfortunately while I was being am idiot I damaged the OEM rim liner and it eventually started to leak. I am in the process of replacing the rim liner but am having a horrible time getting the old liner completely off. It seems to have separated into two layers. The first layer peeled off pretty easily but the second layer will not come off. I have tried to soften it up using 2 different type

If it won't come off, leave it on! Just put some more rim tape on top. As long as it isn't so rough that it will mean the upper layer is not sealant tight.
Don't put that much on where the tyre bead goes that it makes it hard to fit your tyres.
