E tube project won’t connect

Can’t get the etube project app to connect to my new Rise. Am I missing something?.
Do I have to register an account in the app first?.

I occasionally have a problem connecting - like today in fact! I had the bike powered on, opened Etube app and it didn't connect. Couldn't find the bike. So I turned the bike off then on and tried again. It connected the second time. This has happened several times. Maybe it's about which one you turn on first - the app or the bike.
