Cube Acid One - Extra blank cable?

Can anyone tell me what the additional cable is for that comes out of the frame and just ends at a stop strapped to the brake cables at the front?

Is the second picture showing the other end of the cable?
If so it's the cable that should be attached to the front fork rocker/ lockout lever on the rhs of the handlebars. If you look there is a small padlock symbol on the clicky rocker lever.
It uses a standard gear cable threaded from the lever to the fork.
May be worth taking it to your local bike shop who will know how to fit and adjust ??
