Crack

Is this a crack. I fear it is

This bike has never been offroad. I've health issues and its 100% of the time used to travel short distances, usually no more than a few miles, with the occasional 10-15 every couple of months.

Well it certainly looks like a crack. Is that the headtube? I would take the forks out to see if it on the inside to confirm.

Looks like a scratch that also extends onto the headset bottom cup?

I may be wrong but this seems like a surface scratch made by some sharp metal object (tool slippage?).
