can I change gearing on shimano steps e8000 system?

Hello from Tasmania. I have a merida e140 Ltd. It is a shimano system, I have a couple of questions if anyone can help :) I only use about 8 of the 12 gears because of the 25km/h limit. That bugs me. I'd like to change the cluster to a 11-45 and the chain ring down from 34 to 32.

1. can I get a 32 tooth chain ring to fit e8000?
2. am I able to change chain ring setting down to 32 teeth in st unlocker (I don't have it).
3. is there a need to change gearing via st unlocker?
4. are there any issues that you may be aware of with change in chain ring size
5. can I change rear cluster from 11-51 to 11-45?

Thankyou in advance. If I'm able to do this, then the plan is to get st unlocker and choose the 32km (US) option. Then I'd be able to use all my gears. Where I mostly ride now this isn't an issue - straight up and straight down and it's all gnarly :D. Once the lockdown is over though I'd like the capability of being able to use all gears via more appropriate gearing and a bit of an increase in the speed limitation.
