Yes. It's a transformer. It's converting 220v AC or 110v AC depending where you are into 36v or 40v or something DC . They're not 100% efficient and some energy is wasted and converted into heat during the conversion process. So completely normal. Just make sure it's not covered so it doesn't overheat - which is still fairly unlikely.
