Bar Rise vs rise it on the clamp

I'm looking to get a Enve M6 bar to replace my Levo's SL stock bar that I trashed this weekend. I was looking for the 25mm rise version but is out of stock everywhere. The stock bar is 27mm rise I believe. Still have some space to move the bar up on the stem clamp, so I wonder if getting the 7mm rise version of the M6 and then move the stem up is a bad idea? Can you trade bar rise with stem position or totally different things?

assuming the bars are rotated with the rise measurement vertically in each case. It is certainly the case that a riser bar has no impact on actual reach ( assuming the rise is set vertically) but in my opinion it does create an "apparent" shortening of reach since the hand position is higher and the rider is likely to maintain the same body/arm angulation as before, meaning the rider torso will be a little more upright and therefore be pushing less weight onto the front wheel.
