If they weren't loose you would have a stationary fork lower leg with a rotating brake disc, which would add friction and wear. In my opinion these aren't proper torque caps but just adapters to make fitting the wheel easier. Maybe some grease would help stop the rattle?

I'd go for the 7 black if you can afford it. It has hypersmooth, superview (came in on hero3+ black) , user replaceable lens (hero 8 hasn't). The silver and white versions of the 7 have fixed batteries which is a no no from me.

According to the Spesh site your headtube lenght is 95mm so you'd need to add on to that the external cup if it has one below the headtube if it has one plus the height of all of the spacers, stem and top bearing cover.
I haven't got one myself, I assume your looking at buying some used forks with a cut down steerer? if you measure from the base of the headtube to the top of your top cap that should give you the maximum length you'd need within 10mm or so. Hope this helps.
