I have the exact same issue, charging to less than 100%, ever blinking green light, latest firmware. Reign E+2 2022, 625wh.
I also charged to 100% with battery removed from the bike but the problem came back once again charging on the bike. 🫤

I would take the Giant Reign E+(1,2,3) for a quick test... There are many manufacturer's bike options that will all be around 22-25kg with plenty of power. You will love this... Enjoy!
The Giant (Yamaha) motor will provide assistance even at low cadence on the flat using any assist level, but it needs a good rhythm when going uphill. Have you tried +/- 80 RPM when climbing?
Well, Giant is not a direct to consumer brand and they do support a network of retailers that should (usually) be trained on their products. The net value for the retailer, even if you didn’t buy the bike there, is most likely you will end up buying some parts from them and probably be one...
