your rack may be blocking the ability of the speed sensor in the motor housing to pick up the magnetic field from the rim magnet ( the rim magnet is the rectangular block attached to the tyre valve in your photo). I suggest you remove the rack and see if that fixes your problem.
I agree that if there is considerable drag then the sprag bearing is not releasing. There is one other possibility and that is that OFF does not in fact switch the motor off. Removing/disconnecting the battery would discount that as a possibility.
So the Bluetooth connection is between the axs mech and its changer....and the mech must be active for the axs app to read battery drain . For Mastermind to have the ability to read that info surely its has to be paired to the Axs mech? The only other way I can see it working is if the Axs app...
